Economic Scenario of Russia
The Russian Federation is one of the top ten largest economies of the world and is classified as a high-income economy. The country is also rich in natural resources, possessing significant deposits of hydrocarbons such as oil, natural gas, and coal, along with bauxite, gold, nickel, and other minerals. It was also a leading energy exporter to Europe (before the sanction) and Asia. The economic scenario of Russia has changed with its invasion in Ukraine on 24th February 2022 and the subsequent restrictions imposed on the nation by several developed economies including the US and EU especially in trade, energy and financial sectors.
However, the situation did not turn up as worse as was initially apprehended as Russia possessed strong internal economic resilience and emerging economies filled the trade gap created by the developed nations. The Russian economy conceded a marginal-to moderate decline in GDP in 2022 but then witnessed a better-than-expected recovery in the next two years owing to the spending bonanza unleashed by the government, which has broken a long tradition of fiscal restraint to finance its war in Ukraine. The downturn was seen in 2025 due to several factors like shortage of workforce, industrial capacity constraints, increasing borrowing costs, stricter sanctions, and lower energy prices that caused Russian economic growth to slow down to mere 1% in 2025 and the same factors are apprehended to restrain growth to around the level in 2026.
Bilateral Trade between India and Russia
Russia is India's largest trade partner in the CIS region. India's merchandise exports to Russia increased gradually after the Pandemic phase and especially after the sanctions imposed by EU and US to reach its record high of USD 4.9 billion in 2024-25 before declining slightly in 2025-26. India's major merchandise exports to Russia include Nuclear Reactors, Boilers, Machinery and Mechanical Appliances; Pharmaceutical Products; Electrical Machinery and Equipment; Organic Chemicals and Inorganic Chemicals among others. In case of engineering exports too, Russia is the topmost destination for India in the CIS region with around 75% share. After the pandemic phase, engineering exports to Russia from India in 2021-22 reached a high of USD 914.6 million as the global economy opened up gradually.
After a decline in 2022-23 to USD 733 million due to the geo-political instability following the war with Ukraine, engineering exports to Russia crossed USD 1 billion in 2023-24 for the first time and recorded at USD 1.36 billion with a remarkable 85% year-on-year increase as developed regions imposed sanction on Russia and India emerged as a suitable substitute supplier of engineering products. The next two fiscals however saw engineering exports to Russia declined moderately due to slackening of demand following industrial capacity constraint. India's major engineering product groups exported to Russia include Industrial machinery and appliances; Medical and scientific instruments; Iron and steel; Electric machinery and equipment; and Aircraft, spacecraft and parts among others.
The product profile for Aquaflame 2027 is broadly comprised of engineering segments namely Industrial machinery and ppliances, and Electrical machinery. Exports of these two segments of engineering to Russia was recorded at USD 543 million in 2025-26. However, it was a marginal decline over the exports of the previous fiscal.
Opportunities for Indian Engineering Industry in Russia
Engineering sector in Russia offers substantial opportunities for the world driven by state-led industrial mobilization and large scale infrastructure development. Engineering industry is traditionally a source of economic innovations in Russia. Major engineering segments in Russia include Ferrous and non-ferrous metals, Industrial machinery, electrical machinery and automobile among others where the industrial machinery and electrical machinery are the broader focus of Aquaflame 2027.
Russia's industrial and electrical machinery sectors are undergoing intensive domestic restructuring driven by import substitution, sanctions adaptation, and infrastructure modernization. The electric motor, generator, and transformer manufacturing market size stands at roughly € 5.0 billion as per news source, while heavy industrial output continues to lean heavily on local producers and alternative international supply chains, particularly from Asian partners.
The domestic government has continued to support the development and growth of the industry to overcome bottlenecks especially economic sanctions from the West. When the Russian government is prioritizing engineering industry and exports from India has increased after the sanction in absence of suppliers from EU and US in Russian market, substantial opportunity arises for Indian manufacturers and traders in Russia. Re-imbursement of Airfare
Up to Rs. 75,000 may be reimbursed to eligible participants in terms of the MAS guidelines. However, this shall be subject to receiving of specific Govt. approval for such assistance for events of 2026-27. The T&C must be abided by for eligibility towards such re-imbursement. Guidelines for Re-imbursement of AirfareNote: EEPC INDIA can only recommend for issuance of VISA to the extent that the concerned person is a participant at the subject exhibition and that the person in question has been certified by the participating organisation to be their representative. The Foreign Embassy/ Consulate where the applicant submits the VISA application is expected to follow their usual procedural checks before granting the VISA in question and EEPC INDIA shall not be responsible in any manner whatsoever for non-issuance of VISA by the concerned authorities. This would mean that the prospective participant will be fully liable for the total charges payable to EEPC INDIA even if they do not obtain the VISA for any reason whatsoever.

Selection criteria
Since limited space is available, selection of participation will be done strictly on first-come, first-served basis.
Benefit to the member-exporters
EEPC India is proposing to organise this event under the MAS under EPM of Ministry of Commerce & Industry, Government of India. The rates mentioned above are subsidized in comparison with the normal rates offered by the Fair Authorities and is in anticipation of receiving the government approval.
Cancellation of participation
Please note that no request for cancellation and/ or refund including of advances, if any and/ or adjustment thereof shall be accepted for any reason whatsoever. Once the application form and/ or advance / part payments are accepted by EEPC India the participant remains liable to pay in entirety the amounts due from them on account of the event. In case members are not able to travel due to travel restrictions/advisory by Government of India or Russia then the amount paid will be adjusted toward the participation in the next edition.
Force Majeure
If a Force Majeure Event like war, act of God, natural calamities, governmental directives, civil commotion, epidemic, pandemic, etc. or alike events occurs inasmuch as that the fair authorities/ organizers consider that it is illegal, impossible, inadvisable or impracticable for the physical, onsite and in-person (i.e. ‘live’) elements of the Event to be staged, then in such situation and/ or circumstances the decision of the fair authorities shall be final and binding upon EEPC India and all its co-exhibitors/ participants. In such situation and/ or circumstances, if the fair authorities, organizers or the vendors appointed for providing diverse services related to the Event in question does not refund the monies paid by EEPC India and/ or does not otherwise absolve EEPC India from its contractual obligations then in such case the Co-exhibitors / participants remain liable to pay to EEPC India the contracted participation charge in full and shall not receive any refund from EEPC India of the amounts paid by the co-exhibitors/ participants. Further, if the fair authorities, organizers or the vendors, so appointed for the Event binds or rolls over EEPC India's participation in the future editions of the same Event in question, then automatically the participation of the co-exhibitor/ participant shall also be carried forward to such future editions of the Event and the amounts paid by them shall be given a credit for the successive edition. However, if there is any increment in the participation fees fixed by the fair authorities, organizers or in any other charges, budgets, etc. then such increased amount has to be paid by the co-exhibitor/ participant without any demur based on the space and booth booked by the co-exhibitor/ participant. In any event, a co-exhibitor/ participant cannot decrease the space or the booth size booked by them for the originally scheduled Event.
Note : Regarding goods taken out of India for exhibition or on consignment basis for export promotion, participants may refer to Circular No. 108/27/2019-GST dated 18.07.2019 of the Central Board of Indirect Taxes and Customs (CBIC) which is the statute in the matter.
